Steiner | Douglas Construction, Inc. is proud to serve as the construction partner for this 84-unit workforce housing development in Historic South-Central Los Angeles. Leveraging the City’s Transit Oriented Communities (TOC) incentives, the project delivers much-needed housing while maintaining long-term financial viability for the owner.

The development consists of four levels of prefabricated modular units set above on-grade parking, optimizing construction efficiency and minimizing disruption to the surrounding neighborhood. Designed as a contemporary urban infill project, it offers a mix of studio and one-bedroom apartments tailored to meet the needs of local working professionals.

Eight units are reserved for extremely low-income households, while the remaining units are designated for tenants earning between 120% and 150% of the area median income—helping to close the gap in attainable housing. Resident amenities include a rooftop deck, 17 on-grade parking spaces, and secure bicycle storage for 82 bikes.

Steiner | Douglas successfully navigated the complexities of modular construction, lifting 41,000-pound, 80-foot-long volumetric wood modules 50 feet into the air to assemble the building. The team overcame challenging urban logistics to deliver a high-quality project that advances housing equity while respecting the scale and character of the surrounding community.
